Unit of fL on Platelets causing all results to be 'missing' on HSR

      Many of the hospitals we support have received their Hospital Specific Reports for HWM measurement period 7/1/2022 - 6/30/2023 and are failing on the lab requirements for this measure. The common theme is a high % of "missing" platelets results and all have a unit of fL. The platelet results with the unit of 10*3/uL are not counted as missing.

      There are several Jira tix stating the use of fL as a unit for platelet results in CMS 844 / Hybrid Hospital Wide Mortality, is acceptable. For example: https://oncprojectracking.healthit.gov/support/browse/CHM-239)

      I've opened a ticket with CMS already and commented on the above Jira tix but since that was closed, I wanted to open another for tracking.

      Please confirm this is the reason for failure and provide guidance on how this is going to be handled for the submission/evaluation of data for the 7/1/2023 - 6/30/2024 mandatory reporting period for which submissions began yesterday. 

      There have been multiple communications from CMS / Jira tix, etc. indicating hospitals can submit any UOM, and several places in Jira where hospitals were told they could use fL for platelets. Could we schedule a call this week to discuss? I'd like to understand how a UOM can cause a hospital to fail IQR requirements and how to manage for the submission period that began yesterday.
