Risk of losing reimbursement for multiple hospitals in health system

Most vital signs and labs are repeated daily, these are being adequately captured (rate >95%). The weight, however, is not repeated and we are finding that some of our hospitals are not meeting the 90% threshold.
It's my understanding weight is grouped in the "vital signs" CCDE category but it follows the laboratory test results time criteria, that is FIRST resulted laboratory tests within 24 hours (1440 minutes) prior to 24 hours (1440 minutes) after the start of the inpatient admission. Does it also follow the laboratory test submission criteria - 90% or more of discharges for non-surgical patients, meaning those not included in the surgical specialty cohort of the HWR measure? Or does it apply to all discharges?
Has CMS considered relaxing the weight element requirement? If so, when and where can I find additional details?
