Not capturing CCDE's during the observation portion of an inpatient encounter

Hello JIRA,
I have a question about the Global."HospitalizationWithObservationLengthofStay" (InpatientEncounter) function on the hybrid measures.
Under the definitions / Inpatient encounter - it lists the Global."HospitalizationWithObservationLengthofStay" (InpatientEncounter) as the “inpatient Encounter” by including the observation period into the “Inpatient Encounter” with the parenthesis.
Is the start of the “Inpatient encounter” from which we start the timing of collecting the CCDE’s including the observation period, instead of the Order for Admit to Inpatient date/Time?
This is impacting our ability to capture the CCDE’s for certain measurements that might only be captured at the beginning of a patient stay. Such as Weight, and O2 sats on patients on room air. Certain Labs are also difficult to capture if the patient has missed the 24 hour period due to being in observation status first. The emergency room Vital Signs, and labs won’t be captured from the Emergency Room- and perhaps some labs are not reordered such as WBC.
Trying to meet the 90% threshold on capturing (100%) of the CCDE’s is difficult for those patients who are in observation prior to the order for inpatient status.
Please advise if we are to start the timing for CCDE’s at the beginning of the observation period of an inpatient encounter as defined under the title of Inpatient Encounter.
