      The spreadsheet that we received for our voluntary submission for claims data for our hospitals for the submission for CMS 529 included patients who had red, white and blue medicare care cards with "Railroad Retirement Board" printed at the bottom. Is it the case that we need to submit QRDA files for these patients to match these entries?

If these people are not also enrolled in a Medicare Advantage plan, are they part of the IPP/Denominator for the hybrid measures, CMS 529 and CMS 844?
