Hello JIRA,
This question is really about the "start time" for calculating the capture of vital signs and Lab tests.
In the spec it says for the Hybrid readmission Measure:
- Inpatient Encounters
from
["Encounter, Performed": "Encounter Inpatient"] InpatientEncounter,
["Patient Characteristic Payer": "Medicare payer"] Payer,
["Patient Characteristic Birthdate": "Birth date"] BirthDate
where Global."HospitalizationWithObservationLengthofStay" ( InpatientEncounter ) < 365
and InpatientEncounter.relevantPeriod ends during day of "Measurement Period"
and Global."CalendarAgeInYearsAt" ( BirthDate.birthDatetime, start of InpatientEncounter.relevantPeriod ) >= 65

For inpatient admissions with an observation period... Is the start of the Inpatient Encounter.relevant period the observation start time or the admission start time?
The First Lab test with encounter and First physical exam with encounter both use Start of encounter, Relevant Period -1440 minutes.
Questions:
- Is this calculated from the start date / time of the Observation portion of an inpatient admission?
- OR does this only look back -1440 minutes from the start of the Inpatient order?
In a previous question / answer about Global.HospitalizationWith.Observation (Encounter performed) JIRA has this answer:
“Global.HospitalizationWithObservation(Encounter "Encounter, Performed") is used to determine the start of this interval. For this measure, Start of Hospitalization means when the Emergency Department, Observation or Inpatient admission starts. If there is a value for the start of the ED visit, this is the start of the encounter. If there is no value for the start of the ED visit, the encounter will be determined by the start of the Observation visit. If there is no value for the start of the Observation visit, then the start of the Inpatient visit will be used.”
Please answer the WHEN is the start date/time for an inpatient admission that includes an observation period to look back for these CCDE’s.
