Should the same rationale used in issue CQM-1475 for including cross-CCN data in the ED measures also apply to CMS-529? For example, should vitals taken in the ED encounter for CCN 1 count towards a qualifying inpatient encounter in CCN 2 that occurs immediately after the ED encounter so it falls within the 24 hour time frame?

The language in the measure specifications does specify that the emergency department or other hospital outpatient locations should be for the same hospital facility but does not specify anything about cross-CCN scenarios.
