Per the specification guidance patients with a payer of Medicare during the relevant period are included in the population regardless of whether the payer is primary, secondary, or tertiary. Is there an expectation that non-medicare payers are also submitted for these records in the event that a patient has multiple payers. For example, patients with a secondary payer of Medicare, should the primary payer type also be submitted or only the payer that qualifies the patient for the population?
