I would like to replicate a negation rationale test case (converted from Bonnie v5.0.0) in Bonnie FHIR v6.2.0 for CMS139.

• QDM: "Assessment, Not Performed".negationRationale
• FHIR: QICoreObservationNotDone (http://hl7.org/fhir/us/qicore/qdm-to-qicore.html#8421-negation-rationale-for-assessment-performed)

Can you please provide guidance on how this test case can be set up in Bonnie FHIR v6.2.0? The measure logic itself does not include specifications for negation rationales. The test case was originally set up in Bonnie v5.0.0 as an expected fail to the Numerator criteria, which requires "Assessment, Performed" of falls screening done.

QICoreObservationNotDone requires an Extension.url of http://hl7.org/fhir/us/qicore/StructureDefinition/qicore-notDoneReason with extensible binding (Extension.value) to value set NegationReasonCodes (http://hl7.org/fhir/us/qicore/ValueSet/qicore-negation-reason). I am not sure which current drop-down option for Extension.value can be used to represent these codes (see ObservationNotDone2).
