Shannon received a BS in Computer Science from Iowa State University with minors in Mathematics, Economics, and Statistics. He earned his MS and PhD in Computer Sciences at Purdue University, with a fellowship from the Packard Foundation. He is a member of ACM and a Senior Member of IEEE.

Tony also directed CMS’ Office of E-Health Standards and Services from 2005-2010, where he led the development and implementation of major national health IT regulations and programs, including the $30 billion HITECH EHR meaningful use incentive program. Prior to CMS, Tony held senior Federal government leadership positions at the Social Security Administration and the General Services Administration.

Prior to his current role, Andy was Accenture’s Global eHealth Solution Architect where he was responsible for the specification and design of solutions around the world, such as national electronic health infrastructures. Andy has also served as the leader for Accenture’s Security Practice in Canada, and along with his proven track record in holistic Solution Architecture has a particular focus upon all aspects of Information Governance.
Intrinsically involved in national and global eHealth agendas, Andy works with his clients to meet their specific needs and challenges across multiple aspects of Health, Life Sciences and Public Service.
A native of the United Kingdom, Andy now resides in Houston, Texas, where he is a board member of the Houston Symphony.
