Impact: Certain tags (statusCode and effectiveTime for Principal Diagnosis) aren't mentioned in the requirement document for QRDA1 2019. But the XML with such tags gets validated on Cypress Validator. Need confirmation whether those tags should be present in the XML.

QRDA1 XML file consists of below tags for Principal Diagnosis:
<statusCode code="completed" />
<effectiveTime> </effectiveTime>
But these tags aren't present in the requirement document for QRDA1 2019 EH
When uploaded on Cypress Validator, it gets validated without any error.

Need confirmation whether those tags should be present in the XML.

For your question, the QRDA I template for Principal Diagnosis does not specifically constrain out statusCode and effectiveTime (it doesn't say SHALL NOT statusCode and SHALL NOT effetiveTime), so statusCode and effectiveTime are not required. It will still pass the validation, if they are provided correctly. 

However, there is one issue in the example QRDA I file provided. The principal diagnosis xml snippet does not include templateId for the Principal Diagnosis template:  <templateId root="2.16.840.1.113883.10.20.24.3.152" extension="2017-08-01"/>. It will pass validator, but this entry for principal diagnosis will likely be ignored by the measure engine.
