Solution: This conformance was implied in Version 3.0 of the CMS EP QRDA-I guide. Your issue was reviewed and to address this, a constraint is now added to specifically say the document conforms to the QDM-Based QRDA template. This change is in the newly published 2014 CMS EP QRDA-I IG for EP (Version 4.0, 4/18/2014),
1. Conforms to QDM-Based QRDA template (2.16.840.1.113883.10.20.24.1.2).
2. SHALL contain exactly one [1..1] templateId (CONF:DECC_P0039) such that it
a. SHALL contain exactly one [1..1] @root="2.16.840.1.113883.10.20.24.1.3" (CONF:DECC_P0001).

 Description   

This issue is about the EP QRDA-I IG, conformance statement DECC_P0001.

The templateId of the document is specified as 2.16.840.1.113883.10.20.24.1.3, but doesn't claim conformance to the base QRDA I document as specified by HL7 (templateId/@root= 2.16.840.1.113883.10.20.24.1.1). If this IG is a constraint on the standard QRDA, which is what ONC certification is based upon, then the based standard should be referenced in ClinicalDocument so the validator knows to verify that this document conforms to the base standard as well as the constrained CMS IG of that standard.
