Impact: | Without this value, we do not know what value CMS is expecting for the root attribute of the id element for the non-Medicare Patient ID. This will be an issue for anyone submitting to CMS. |
Solution: | For submitting QRDA-I reports to CMS for the 2015 reporting year, you are allowed to use, for example, an OID that represents your organization as the root OID for Patient Identification Number, and it will be accepted. The Supplemental Implementation Guide does not require you that you must provide a certain value as the root OID for Patient Identification Number. |

This is related to Cypress-96. I do not believe we still have the information about what @root OID value to use for Patient ID (Medical Record Number) in the QRDA CAT I xml files when we are submitting non-Medicare patients. Since they are non-Medicare patients, they will not have a Medicare HIC number. There is a root value provided for Medicare HIC number in the CMS provided supplementary implementation guide for 2015, but no such root value is provided for non-Medicare Patient ID. |
