Hi Patrick, An individual with authoring permissions needs to upload a measure into Bonnie if that measure references draft value sets in VSAC. If only published value sets are referenced, authoring permissions are not required. As I mentioned, because this will likely be a recurring issue, we recommend that you find a workflow within your organization that allows you to upload measures with draft value sets into Bonnie. This is not something we can change on Bonnie's end as it's a requirement within VSAC. I'm wary about uploading directly into your account because we do not want to set expectations that this is a service we will provide if people do not have the appropriate permissions to access the value sets being referenced in their measures. Another possible option would be to re-export the measure from the MAT and try uploading the entire measure package. When the entire measure package is uploaded, Bonnie looks at the value sets referenced in the excel document. It's possible that the reason the excel document was incomplete was due to the VSAC outage I mentioned at the beginning of this ticket. Because VSAC is now up, it's possible re-exporting will resolve this issue. Best, |

Lizzie, I do have VSAC credentials, but I wonder if I have authoring permissions. But, from what I understand, an individual with authoring permissions also needs to be the one uploading measures to Bonnie? For now, can you please upload the measure, and I will copy cases on my end.? Thank you, Patrick |

Hi Patrick, As this may be a recurring issue for new measures your organization may be developing, we recommend that you either obtain authoring permissions for VSAC or have someone from your organization with authoring permissions upload the measure for your account. We have the capability to transfer patients, but we would not be able to do this for you until after July 18 based on other priorities we need to address. Best, |

Hello Lizzie, It may have been my colleague, Jamie Jouza, but I do not have her credentials. Yes, can you please upload that measure into our Bonnie? We need to test these cases this morning, as we will be submitting this measure and its documents to CMS today, so it is urgent. The deadline is today. Also, would you be able to copy test cases to the measure? I ask because I wonder if you have the capability to do that faster on the admin side than I can. I usually just clone cases for this, from another measure, and then modify them for that measure. If you can't, that is fine, as I can do it. Thank you, Patrick |

Hi Patrick, Do you know if you have author permissions for VSAC? It's possible that one of the value sets referenced by the measure is still in draft-mode in VSAC. If you do not have author permissions, the VSAC 500 error is returned for value sets that are in draft mode. I have author permissions and have no issues uploading the measure. A member of the Bonnie team does not have author permissions and saw the same error that you are seeing. Best, |

Hi Patrick, Please try unzipping the measure package and uploading the measure's xml file directly into Bonnie. When we do that on our end, we do not see issues. It appears that the Excel value set file that was exported in the package does not include the value sets that you referenced, which appears to be causing the errors you're experiencing. Best, |

Lizzie, Yes, I still get the same error prompts. Bonnie asks for my VSAC credentials, then it tries to load, but throws an error. What would you suggest? Patrick |

Hi Patrick, The VSAC service appears to be down. Bonnie uses the VSAC service to access value set information. Until the VSAC service is back up, measures will not be able to load into Bonnie. The VSAC team has been notified and they are working on the issue. Please try uploading again later this afternoon when VSAC should hopefully be up and running again.
