 Description   

When testing a QRDA1 file in the Cypress Validation Utility, I received the following error:

The code 88 in codeSystem 2.16.840.1.113883.12.292 cannot be found in the declared valueset 2.16.840.1.113883.3.526.3.1254

I validated on VSAC that code 88 is in fact in the 20150501 version of the value set. (Documentation to be attached.)

Dave,

The VSAC profile can be configured in config/bonnie.yml. It's possible that the bundle was created before this configuration setting was added. It's currently set to "MU2 Update 2016-04-01". You can change this to "MU2 Update 2015-05-01". Looking at VSAC, both profiles should include the code specified here.

Yes, this should be considered a false negative. I've attached a guidance document that has been provided to the ATLs. Also, if possible, selecting a code that does not exhibit this behavior would be the best bet.

David, if an ATL encounters this issue during 2015e certification testing with Cypress 3.0.2 for 170.315.c.1, should the ATL consider this a false negative?

We are in the process or writing up guidance. Are you seeing this error in any tests outside of the Manual Entry Test?

This appears to be caused by an issue with the VSAC API, and how Cypress and Bonnie are utilizing the service.

When you query the API with the valueset('2.16.840.1.113883.3.526.3.1254') and programType='MU' the API returns 12 codes (including CVN code '88')
When you query the API with the valueset('2.16.840.1.113883.3.526.3.1254') without programType, the API only returns 11 codes (omitting CVN code '88').

I will be moving this ticket into the Bonnie JIRA since Cypress leverages Bonnie to generate the measure bundle.
