Description

Patient 2 N Adult DM uses the laterality for the Diagnosis Active template for measure CMS-123.
The cypress patient has the laterality information in /…/observation/targetSiteCode, which is for anatomical structure attribute. It should instead be in /…/observation/value/qualifier.
