Solution: This issue is a duplicate of Jira Issue 130. This issue is fixed and will be available in the Cypress v2.4 release.

 Description   

This issue is similar to the issue reported in CYPRESS-120 and CYPRESS-130. The measure requires a result for the patient to be in the Numerator for this measure. According to the Cypress data for the test cases we created. The patient “Tony Ward” is in the Numerator for NQF0712 CMS160, Depression Utilization of the PHQ-9 Tool. However, our quality module is not calculate the numerator because the QRDA file for the patient does not contain the result attribute. I’ve attached the related .html and QRDA files for your reference.

This issue is a duplicate of Jira Issue 130. This issue is fixed and will be available in the Cypress v2.4 release.
