Solution: | Thank you for your question on CMS349v6: HIV Screening. As the measure is currently specified, a patient who qualifies for the measure denominator (and does not qualify for the denominator exclusion) and refuses to be screened for HIV would not meet the numerator criteria. |

Impact: | We need clarity of HIV screening measure. If a patient declines to receive the screening, does it count positive in the numerator or does a decline in receiving the measure count negative against the numerator? |
