We believe you are referring to the different measure collection types for the Controlling High Blood Pressure measure for the 2023 Performance Period, i.e., the electronic clinical quality measure (eCQM) version (CMS165v11), the MIPS Clinical Quality Measure (CQM) and Medicare Part B Claims version (Quality ID #236).

In version 11 of the eCQM version measure specification for 2023 performance, the denominator exclusion was updated to improve outpatient EHR data capture of patients receiving long-term care. Thus, the requirement to reside in long-term care for 90 consecutive days was removed.

If you are reporting the eCQM version, please use the updated denominator exclusion as specified. If you are reporting to the CQM and/or Claims versions, please use those denominator exclusions as specified. Alignment between the different measure modalities will be explored during the next Annual Update. We hope this helps.

 Description   

The eCQM measure ID 236 controlling high blood pressure and the eCQM CMS165v11 measure specifications for controlling high blood pressure under denominator exclusions are conflicting and I noticed that the CMS165v11 was updated on 6-29-2023 however the eCQM measure spec 236 has not been updated. The change in the exclusion reads; 

Patients aged 66 or older in institutional Special Needs (SNP) or residing in long-term care with POS code 32,33, 34,54 or 56 for more than 90 consecutive days during the measurement period (G9910). 

The updated version for CMS165v11 reads:

Exclude patients 66 and older by the end of the measurement period who are living long term in a nursing home any time on or before the end of the measurement period.

Is the more than 90 consecutive days being deleted from this measure specification and we should exclude any patient 66 or older who is in a nursing facility? Will the other measure specifications be updated?

Hi,

I noticed the same issue for measure id 001 Diabetes: Hemoglobin A1c Poor control >9% also has an update on 6-29-2023 removing exclusion verbiage of more than 90 days for long-term institutions.  Do I need to submit a separate ticket for this issue also or can you assist with this issue as well?
