Solution: No. The Closing the Referral Loop measure is intended for reporting by the referring provider, not the specialist referred to. The measure looks for the referring provider to document the receipt of the specialist report in the referring provider's EHR.

 Description   

Dr. Grimaldi is a specialist (Urologist) who receives referrals from PCPs. Can he report (via his EHR) that he sent a visit summary/consult note to the referring PCP and receive a "Performance Met" for PQRS Measure 374 "Closing the Referral Loop?"

This measure is included in all of the Specialist measure sets for the CMS Quality Payment Program [QPP]. As we read the measure, it seems to be written backwards for use by specialists. As noted above, a specialist would get a "referral from" a primary care provider, and close it out with sending a Consultant Report.

Is there a way that specialists could use this measure, or should we recommend that specialists choose another measure for the QPP?
