      QUESTION: Does the CMS HQR platform for eCQMs contain logic that excludes any patient classes (e.g., Observation, Rehab, Skilled Nursing, outpatient, hospice, etc.), or is this solely done on the provider (hospital) side when creating the eCQM QRDA file? If it is done on the hospital’s side, is there a document where we can find guidance on which classes should be excluded?

      Thank you for your inquiry about the four stroke measures (STK-3, STK-5, STK-2, and STK-6). The measure logic defines the initial population for the stroke measures as patients discharged from a non elective inpatient encounters. For the stroke measures, we are using the value set: Non-Elective Inpatient Encounter (2.16.840.1.113883.3.117.1.7.1.424) to define the initial population which includes the admission type codes needed to fall into the population.
