If it is done on the hospital’s side, is there a document where we can find guidance on which classes should be excluded?

The measure logic defines the initial population for the stroke measures as patients discharged from a non elective inpatient encounters. For the stroke measures, we are using the value set: Non-Elective Inpatient Encounter (2.16.840.1.113883.3.117.1.7.1.424) to define the initial population which includes the admission type codes needed to fall into the population.
