As per QRDA1 guide (STUR5.1 Vol1 page 27) UTC time offset must be used while documenting datetime. We have been receiving QRDA1 files from other vendors with time zone offset for date of birth as

We would like to know how do you interpret above mention DOB in EST? We know for the fact that patients are born in USA.
