Can we create a CEHRT ID for eCQM only submissions if we are taking a hardship for PI because we are missing HISP.

      We are having to file a hardship for IQR PI 2019 attestation because we are missing the HISP product that gives us one of the necessary base criteria – 170.315 (h)(1) or 170.315 (h)(2) - resulting in 93% completion in the CHPL cart. That being said, is there a way to create a CEHRT ID for eCQM only including technology that is needed for certification for eCQM reports and QRDA 1 file creations?
