      The correct conformance statement is:
      SHOULD contain zero or one [0..1] quantity (CONF:1098-7436).

      In the 2016 CMS QRDA IG Appendix, CONF:1098-7436 has the following:

      SHOULD contain exactly one [1..1] quantity (CONF:1098-7436).

      However, this conflicts with the HL7 which states the following:

      SHOULD contain zero or one [0..1] quantity (CONF:1098-7436).

      Thus, the 2016 CMS QRDA IG Appendix should be updated to match the verbiage in the HL7.

      Solution: Correct the cardinality value stated in the 2016 CMS QRDA IG Appendix
