Need Clarification on Performance Rate Requirements for Continuous Variable Measures

      The purpose of the supplemental requirement for performance rate is to make sure performance rate is reported for all proportion measures for 2014 for EP. For continuous variable measure, please reference the id for measure population criteria. We understand that the performance rate constraint specifically indicates it shall be the numerator id, and a continuous variable measure does not contain a numerator as you correctly pointed out. Agree that guidance on this would be helpful and a proper long term resolution is needed. Thanks again for bring this to our attention.

      [update 09/17/2015]: The CMS QRDA III receiving system has been updated to resolve this issue. The system is now able to distinguish whether an eCQM is a proportion measure or not. The Performance Rate Supplemental Guide for 2014 is no longer applicable for the 2015 reporting year.

      The "Supplemental Requirement to the 2014 CMS QRDA III Implementation Guide for Eligible Professionals for Performance Rate Calculation" states the following:
      With this change, please note that the performance rate template is required, regardless of whether the measure being reported is a proportion measure or a continuous variable measure.
      When reporting continuous variable measures, the performance rate can be nulled by using a @nullFlavor="NA" in the value element: <value xsi:type="REAL" nullFlavor="NA" />.

      An issue that's not addressed by this guidance is that the performance rate template also requires the ID of the numerator of the referenced eMeasure as part of an externalObservation reference. Since continuous variable measures don't contain numerators what should be supplied in the externalObservation of the reference section of the Performance Rate template? Per the CMS QRDA Supplementary Implementation Guide for 2015 the reference and observation are required in this template.
