Attempts to submit attached test file to https://cypressvalidator.healthit.gov/ result in a gateway timeout (504) error response. Repro steps below:

1. Navigate to https://cypressvalidator.healthit.gov/ with browser (used Chrome).
2. Choose attached file for Select File field.
3. Choose "2016 Bundle for the 2017 Reporting Period" for Annual Update Bundle.
4. Choose "PQRS - Individual" for CMS Reporting Program.
5. Choose "QRDA Cat III (R2)" for Document Type.
6. Check the PHI Confirmation checkbox.
7. Press the Submit button.

Expected results: File should be validated and any parsing errors should be shown in the results page.

Actual results: After about a minute, the server returns a "504 Gateway Time-out" response.
