I've noticed in my testing that Manual Entry will fail unless every patient uploaded has every measure in the test listed in their XML document. This is problematic because in our system, measures only appear in the patient document if the patient is actually in the measure (meets the IPP). This means that if we have a manual entry test made up of very different measure- say CMS 9, 171, 188, 100- all our patients will fail because it is impossible to have all patients be in every measure. Is there any guidance on what to do in this case?
