Replace Sexually Active value set with DRC

      Brief Description of Measure:

      ​CMS153: Chlamydia Screening for Women:
      Percentage of women 16-24 years of age who were identified as sexually active and who had at least one test for chlamydia during the measurement period

      Description of Issue:

      ​The value set Sexually Active (OID:2.16.840.1.113883.3.464.1003.121.12.1040) contains a single LOINC code: 64728-9 Have you ever had vaginal intercourse [PhenX].
      This does not align with best practices for value set and direct reference code (DRC) management; therefore, we plan to replace this value set with the indicated DRC directly within the logic and terminology section of the eCQM.

      Proposed Solution:

      Remove value set Sexually Active (OID: 2.16.840.1.113883.3.464.1003.121.12.1040) and replace with LOINC code 64728-9 Have you ever had vaginal intercourse [PhenX]
