      Brief Description of Measure:

      ​CMS135: Heart Failure (HF): Angiotensin-Converting Enzyme (ACE) Inhibitor or Angiotensin Receptor Blocker (ARB) or Angiotensin Receptor Neprilysin Inhibitor (ARNI) Therapy for Left Ventricular Systolic Dysfunction (LVSD):
      Percentage of patients aged 18 years and older with a diagnosis of heart failure (HF) with a current or prior left ventricular ejection fraction (LVEF) < 40% who were prescribed ACE inhibitor or ARB or ARNI therapy either within a 12-month period when seen in the outpatient setting OR at each hospital discharge

      Description of Issue:

      The numerator in the measure narrative states “…prescribed ACE inhibitor or ARB or ARNI therapy either within a 12-month period when seen in the outpatient setting OR at each hospital discharge,” but it does not limit the prescribed medication to “within a 12-month period.”
      This isn't a logic issue but rather a narrative issue. The intent of the measure is to determine if the ACE, ARB, or ARNI was prescribed during the measurement period, which is reflected in the current logic.

      Proposed Solution:

      ​Update measure narrative to state "…prescribed ACE inhibitor or ARB or ARNI therapy during the measurement period…"

      Rationale for Change:

      ​The proposed change will align the measure numerator narrative with measure intent and logic.
