Above and Below Normal Rx value sets need "class level" RxNorm drug member(s)

Additional value sets of RxNorm term types without dosing are not necessary in this instance.

The current version of QDM’s negation representation allows for indication that “I did not perform any of the items in the value set” rather than having to choose a specific code. Negation rationale with any applicable QDM datatype can use the same value set as the clause that seeks to determine if the action actually occurred.
See section 17.6 of Blueprint for the CMS Measures Management System Version 13.0 for additional guidance.

      The following value sets:
Above Normal Medications RXNORM Value Set (2.16.840.1.113883.3.600.1.1498)
Below Normal Medications RXNORM Value Set (2.16.840.1.113883.3.600.1.1499)

in order to be negated with
Medical or Other reason not done SNOMEDCT Value Set (2.16.840.1.113883.3.600.1.1502)

Logically need to contain one or more class level drugs - eg RxNorm Term types without dosing, to make sense

Most other value sets across the measures have been corrected in this manner
