Hybrid Files being Rejected upon submission

      When submitting zip files, they are immediately rejected without any error message.

      When submitting single .XML files, they are processed, but they error on the CMS EHR Cert ID. The HQR system is expecting and Cert ID starting with "0015C", but the CHPL is creating Cert IDs starting with "2025C" and HQR does not accept it

      We are building QRDA with the Reporting Year = 2024 for the hybrid files, and I cannot select 2024 for this ticket, so I am selecting 2025. The versioning for hybrid is confusing!
