Combined billing mismatches not addressed in QRDA/measure logic

      As the specifications were written, all of the Epic data for the encounter must match the CMS claims data for linking to be successful. However, in the case where a claim covers multiple encounters, the claims and encounters aren't going to perfectly line up. So there isn't a way to get links to work for these scenarios with the current logic.

    • Build ability to map appropriate dates and times for combined billing cases or exclude them from the measure. Either way, logic would have to identify these cases that do comply with CMS billing practices.

      As the specifications were written, all of the Epic data for the encounter must match the CMS claims data for linking to be successful. However, in the case where a claim covers multiple encounters, the claims and encounters aren't going to perfectly line up. So there isn't a way to get links to work for these scenarios with the current logic. Build ability to map appropriate dates and times for combined billing cases or exclude them from the measure. Either way, logic would have to identify these cases that do comply with CMS billing practices. With the limited time frame that will reflect appropriate logic to receive these cases, mandatory reporting on the hybrid measures should be delayed one full year to allow time for both remediation of this issue and being able to run this data with remedied results prior to making a mandatory submission.
